Also how can Carlos claim she's no longer needed (as if her posotion there is going to be eliminated and Florida is all there is for her). So Carlos wouldn't have to replace her and nobody needs to do her current job?

I'd say most he could do is keep her in her current job and give her evaluations saying she's very effective and talented, but she wouldn't make a sacrifice to move for the company (therefore she's not a team player and wouldn't be considered for future promotions).
